The software at http://www.funet.fi/pub/cbm/crossplatform/transfer/datassette/ might be a good starting point. As far as I know, none of the utilities comes with the source code, but you could try to write to the authors to get it (or a description of the tape format). If I remember correctly, the book "Mapping the Commodore 64" describes the standard Commodore tape format.
