Early VIC20 Keyboard

I recently acquired an early VIC20, serial number V002115.  I took the key
board apart to repair some broken keys and discovered that the mechanism
is really a PET business keyboard.  The four VIC function keys are in the
middle column of the numeric keypad.  The openings for the keys in the
rest of the numeric keypad were taped over with electrical tape.

At first I thought was somebody's impromptu fix, but it is not.  The zero
key on the PET business numeric keypad takes up two places, and the hole
it is mounted in is in between two columns.  The VIC20 "f7" keytop is
designed so that it lines up with the other function keys althought the
hole the mechanism is mounted in is a bit to the left of the other
function keys.  The VIC20 function key keytops show no sign of being
modified, so this must be original.

Has anybody else seen a keyboard like this?
