It emulates a 1541 with the PC using disk image files, I think. Using it, you can access the PC from a C64 as a disk drive. The standard PC disk controller only knows about MFM coding (and maybe FM); you will need a custom controller such as the Catweasel in order to be able to read and write Commodore GCR coded disks in the PC disk drive.
