The 00,00,0 should contain the track, sector, and drive number, in this case the beginning of the disk. Do you have a working drive that is compatible. If so, you could try using the good drive to see what is on the disks. The error indicates that the head is near the edge of the disk. If that is the case, Commodore drives have trouble resetting the head mechanism from there. You may have to open up the drive and move the head manually.
