Which means that you need an incoming and outgoing line? But what about
if no computer+circuit is connected at all? Using a dummy connector that
shortcircuits those lines? 

Next question: how are you going to detect that a token is sent? NMI,
generated by the Userport 6526 IMHO. But what happens if you're playing
a game or using a utility that has disabled/rerouted the vector handling
this NMI routine? 
That is why I prefer collision detection or a master/slave construction.
In case of the last oneL: the master checks if a computer is present or
not and informs the other connected computers of this facts and so they
know on their turn where (not) to send the token to.
