I believe that game was called Roland's Ratrace [1].
There are a few other possibilities that I can think of. The most
likely is Give my Regards to Broad Street [2] with Werewolves of
London [3] and Streets of London [4] being longshots. There was
another but I can't remember the name right now. I'll post if it comes
