Things should go even well with two bulbs IMHO. This is a way to test if the trafo is still OK. Then you should do the same test but now with the diodes. If things work fine, the diodes are OK. Then connect the big capacitor. Now do the same test with the parts installed on the board, with the exception of the 7805 regulators. First clamp the bulbs to the rectifiers at the AC side, then at the DC side.
