PET 2001 fix Part 2 - The monitor

Hi again,
Now that the motherboard is working, I need to turn my attention to the crazy wobbling monitor. It basically wobbles all the time, but fluctuates between extreme and slight wobbling.
Is it time to replace some caps on the monitor circuit board?

If so, I was wondering if I should just attack the 4 big ones:

C1 4700uf 25v
C15 470uf 16v
C28 10uf N.P
C27 3.3uf 200v

...or should I do them all?
