This is AMD, not Atmel. And this is PAL. OTP !  Simple GAL programmers
would not even include this on the list - you would need the good old
All-whathever or LabTool.
BTW - Nikomp (the link you provided) has some nice stuff - C64 and VIC20
expansion port slots, 65sc51 UARTs and some mysterious Rockwell's PIATs
(PIA+Timer): 65c24.

And with regards to CPLS vs GAL: 7032 is more or less an equivalent of 4
GALs 16v8.
