If you want to use that circuit with TED or a 8565, you need to modify 
R1, instead of 470 Ohm, you need to use 1 kOhm. I got this hint from the 
datasheet for TED and if I use 470 Ohm, the picture is way too dark.

It is also advisable to supply the circuit from its own regulator (78L05 
for example). On the old boards, the modulator runs on the unregulated 
9VDC and does that internally so it's easy to just use that voltage for 
a regulator.
