Well, they did.
For example in most of (central/east) Africa, before the introduction of time zones people counted days and hours in a logical way: day starts when the day starts (at “our” 0600, which happens to be the time when the day really begins) - surprise? But why, actually? Even today you may encounter problems trying to make an appointment for “three”, which will be 3PM for you but 9AM for the other side who still uses/prefers the more logical/traditional/pre-timezoning way. True - more and more cope already with this being pushed on them but some still have problems as they would have when introduced to UTC.. Or - maybe - this time it would be easier as they already got used to some strange ways of counting time being pushed on them ;-)

From your answer I expect that you haven’t been to any of those countries yourself, have you? Or at least not more than just skimming through the well-known locations and that’s it. Otherwise I believe you would have a somewhat different view on what’s happening there (inside).
