Could be either of them... If you have the parts, replace them and see 
if that changes anything. If not, you wasted about 2 Euros (incl. 
sockets). If that doesn't change anything, try replacing the PLA on U17 
(906114-01, 251064-01, 82S100 or 93459, the latter 2 usually labeled 'C64A')
