In the 90's most of the times the CIA's were the troubleshooters (but the system started up). If the system didn't start up at all, most of the time (> 90%) it was the PLA. Second trouble shooter is the system ROM. VIC-II: two in 30 years, 6510: none. Other rare cases: brooken crystal, 8701, modulator, 7805, 7812. So replacing the PLA is a very good bet.
