This is not correct.

Floppy access isn't possible because a bug in basic 1.
There is a fixed version that enables full floppy use.
This version is available in original 6540 ROMs - I have this ROM-set here
(6540-020 to 6540-026).

But that wasn't the question.
The question was: 

Why runs the PET 2316 board with ROMs but not with eproms? - I think it
should...
