Yes, but it would have been even better if it were like EGA/VGA text modes on a PC, with 8 bit attribute divided in 4 bit foreground and 4 bit background and then have 16 color registers (or even perhaps 32 registers, 16 for foreground and 16 for background, and maybe even more for the sprites and border and whatever would be nice for multicolor). But all this would have required some major redesign. I don't know how much the price were for faster memory at the time.
