I've not bought a lot of C64 on ebay, just the very cheap ones (< 20 euros when I happen to find one), of course untested, missing supply or missing cables etc. They always worked fine. In one occasion I had to clean the keyboard. Yes, my sample is less than 10 units, but so far I can't confirm your theory.
