If the picture is bad, I suggest you make sure the 5V power line is good (i.e. the correct voltage and no hum/noise). If the picture is good and noise but no square wave tones work, it's most likely a fault within the VIC chip. I'd try to reseat it first, just to be totally sure, even though oxidation would most likely affect the picture too.
