Of course one wouldn't expect direct official support from the maintainers of VICE. Emulation support for such hardware could be developed independently. I don't know how complex suggested hardware is but sometimes it's trivial to emulate complex hardware especially if it's in sync with the main clock / doesn't have analog circuitry / doesn't rely on hacks to work and so on...
