1. The Wave

  Graphical web browser (and more), requires SuperCPU, SwiftLink and
  Wheels, actively developed by Maurice Randall. Handles PPP, tables
  etc. Full source available.

2. HyperLink 2.5

  Hypertext viewer that can show webpages by using an HTML -> HL
  translator. Runs on a stock C64 and needs a dialup shell account
  with perl. Text mode only with built in image viewers, handles
  frames and tables like lynx. Actively developed by Cameron Kaiser,
  closed source.

3. FairlightHTML(?)

  Offline HTML viewer, supporting basic HTML 1.0 tags. Don't think
  it's developed anymore, close source.
