Ok, turns out that one of the 6532As I purchased on eBay has problems that cause write to fail. I swapped in the second one from the same lot and it's now working as well as it did with a known-good 6530 in the original piggyback board. That said, I'm seeing random format failures in the upper range of tracks (between 50 and 60 or so). The problem occurs with both the original and replacement boards.
