Color RAM... Can be mapped "out"?

The color RAM seems to be "always" at $D800, isn't it?

But it has its own SRAM chip instead of being part of the main RAM.

Do that means that there is an accesible RAM section "under" the Color RAM,
where code or data can be put, just like when devs play with LORAM, HIRAM
and the rest?
