I take this means that VIC-I can expand its "screen" area to cover the *entire* "border" area, ritht? I did some experimenting - on a PAL VC-20 the bottom two raster lines (i.e. the last two lines before the equalization pulses start) are always set to the background color, regardless of values you put in $9001 or $9003.
