The resolution of 224x284 is the maximum the C= 1084 can display in PAL 
when squeezing the image (with the last rasterline always being the 
border-color). I confirmed this with my own 1084 and I think I also did 
the tests for NTSC back then and the results were incorporated into VICE 
for "Normal"-border mode. Not sure where the values for "Full" and 
"Debug"-border mode come from, but "Normal" is the max visible area.

You can try my little "ColorRun"-game, which fills either the right or 
left side of the picture with one of the 16 colors and you have to pick 
the lighter one:

I used the maximum visible area for the separate PAL- and NTSC-versions, 
but since the last rasterline is always border-color I kept two 
rasterlines at the top the border-color as well.

Where are you going with this?

Since pretty recently it does, thanks to groepaz and Mike's efforts and 
my trusty NTSC-VIC-20 providing the test-results :)
