Like Jim and Groepaz wrote: yes. But why should you use an IC that isn't 
really available anymore? Using a 6502 and a 6522 and you can create a 
6510 alike CPU that behaves the same.

If you insist on using the 6510, why not using the C64? Using the WRITE 
and SENSE pin in combination with I/O1 and I/O2 give you 2 KB of free 
I/O or RAM area. OK, not much and you loose the cassette recordr.

Next idea: connect a 6526 (or 6821) to I/O1 and have 16 MB of extra I/O 
and/or RAM in the I/O2 area. That's how I was able to connect a PC's MDA 
video card to my C64 in 1989. And if 16 MB isn't enough, connect a 
second 6526 to I/O1 and then you have, ehhhh, a zilion bytes of extra 
I/O and/or RAM.
