The programmer that I use (Advin Pilot MVP) supports lots of GALs:

It's a parallel port programmer, but it shouldn't be too expensive on the
used market. And it has had its software (which runs under Windows
NT/2k/XP) updated last year. You can run the software in a virtual machine
if you pass through a hardware parallel port. And, it might be possible to
run it in WINE, as well.
