The VCS had the CPU calculate graphics and then place them into into shift registers. The shift registers would need to run at 8mhz, you would need 9 shift registers (8 sprite + 1 text). The 6502 fetching the data may need to run faster than 8mhz, because of all the extra work calculating addresses, fetching and storing data.
