Hi there,

R2 feeds some current from +9V to the +5V rail. This won't change 
the voltage as long as the consumption on +5V is always higher 
than the current through R2 (200 mA or a bit more as +9V is usually a 
bit higher than nominal 9V AFAIR).

Probably the consumption on +5V is too high for the regulator on that rail 
so Commodore tried to mitigate that problem.

The note reads that this is needed for french devices. I think I have read 
somewhere that the french version of the C64 had a special board to 
transcode the PAL video signal to SECAM as used in france. That board 
might increase the power consumption.
