Yes. If it was b/w then there shouldn't be any problems. The standard was based on the same CCIR norm. CCCP had also very nice for the day, very small colour TVs. When they worked, they had very pleasant colours:

Those were obviously SECAM only.

I've seen literally hundreds (if not four figure number) of C64 boards during the times I repaired them for a living. And – as shown by this thread – I was still caught off guard in terms of SECAM add-on board. No, I have never seen a C64 with SECAM output and I'd bet the one Ruud was tempted to buy was just a regular PAL unit.
