I don't know CP/M 3, but (if I remember correctly) in CP/M 2.2 you can not write stand alone drivers for the system. What you do is download the sources for the BIOS and alter it to suit your needs. The BIOS is the only system dependent code in CP/M, everything else should be equal for all CP/M-computers. I think you'll find the sources for the C128 BIOS on funet: http://www.nic.funet.fi/pub/cpm/sys/c128/system/index.html I haven't checked the source archive myself to see what is included.
