Dunno about the algorithm, but isn't the idea that working from the center (directory) and outwards should minimize the average distance the head has to travel? The interleave is supposedly required to allow processing the data from what I understand. One of the file copiers I have fills the disk from track 1 to 35, but I guess it keeps the interleave.
