I'm quite sure that this is a graphical card. I am not familiar with the board, but I would definitely think it is a high-res graphics card. You can make the 6545 drive a bitmap graphics similar to the C64 hires graphics (moochrome). I've actually done similar things with my selfbuilt computer. An analysis of the schematics would surely reveal how to use it if there is no documentation.
