If we're talking about regular 8-bit microcontrollers and cycle exact
operation: no. Neither ram, nor speed.

Some flavours of ARM microcontrollers could presumably do the trick
(...if you had enough fast onboard sram for time sensitive stuff,
otherwise you might run into troubles because of large sdram setup
times), but at that point you're already fairly close to the complexity
and price of an FPGA based solution.
