I'd definately say hack job. I it were a real D128 I think commodore would have used the normal B-series or P500 power supply and made the ports line up with existing port openings. I think a D128 would probably use the CBM-II keyboard. When the D128 changed to be C64 compatible then they would have to switch to a C64-compatible layout and drop the 6509 CPU, so you never know what might exist during the transition, but judging by the photos I'd say this is just standard C128 motherboard and keyboard in a CBM-II case. Interesting but not commodore-built.
