I have seen PSUs with variable resistors to adjust the voltage. Look for
those. 

I always compare switching PSUs with engine cars: although everyone
knows how they, you cannot repair them with a decent manual. And in most
cases you cannot exchange parts.

When having trouble with the PSU of one of my older XTs, 286s, etc., I
usually replace the PSU board with a more modern one. In case of the
610/720 I can imagine that you want to keep it as original as possible
but another problem is finding a PSU with the same shape.
