Just to let you all know that I have a 'solution' to the 6702 issue and can run all of the V2 Waterloo Language software without modifications to the original binary code or the 6809 emulator. There should be no reason why V1 Waterloo software should not run either. Rhialto has just added my 6702 code table into his development copy of VICE and has confirmed that it appears to work. The code is not a 100% simulation of the 6702 - but fakes the return data bytes in the same manner as a real chip would to satisfy the checking subroutine.
