And - as you indirectly noted - even if much better in terms of speed when compared to the 1541, it was expensive, incompatible with VC/64/128 and not easy to buy. As a result virtually nobody used them. Neither users nor programmers. This lead to the situation you described above.. There was a time back when they sold the C16 and +4 cheaply, they also dumped a lot of 1551 on the market for... I think... 399 DM. That was comparable to the 1541 at that time and it was faster.
