CBM 8032: arbiter4 1.4 active?

Greetings again!

I have another question for anyone familiar with the CBM 8032 and the
various basic versions that may be found installed on it.  I have
recently acquired another 8032 and this one has a greeting or banner
that I have not seen before:

*** commodore basic 4.0 ***
*** arbiter4 1.4 active ***

What is "arbiter4"?  I've searched the internet, no matches...
