You may want to take a look at the Godil board - it's a Spartan 3E-250 or -500 with level converters on a board that can directly plug into a 40-pin DIL socket. The VCC and GND pins are configured by jumper, so you can in theory plug it into the socket of any (digital) 40-pin DIL chip.
