The main problem with putting a c64 in a c16 case is there are holes missing 
for user port, the cartridge port is too small etc.

Putting a c16 in a vic20 case looks simple. AFAIK the c16 case came later in 
the development, they already had made a 116/264 case at that point.

I think they might have even been selling the 116 before the c16 came out.
