That part is (as far as I know) derived from the modulator replacement
circuit that some people developed a few years ago on forum64.de. The

The schematic in post number 15 is the basic version that just creates
standard Y/C signals from the VIC2's output. Unfortunately I don't see a
(good) schematic version that includes the AEC stripe fix, but that is
basically just a single inverter from a 74HCT14, a 2k2 trimmer pot from
its output to the ground and a small capacitor (47pF or so) from the
wiper to the base of the luma transistor.
