Commodore 65 and 1581 incompatibility

Hello!

I was under impression that the Commodore 65 disk format is compatible
with 1581, but it looks like it is not fully the case. My 1581 cannot
read disks formatted by the C65 rev 2B, gives error #40 READ ERROR. But
when I format the disk in the 1581, the C65 can also read it. Is this
the normal behavior?
