Not sure what you mean… There is a lot of "C64 ROMs with extra stuff shoehorned in". Mostly those are KERNAL replacements which provide things like those you mentioned (DOS wedge, fast load, memory mon, ...) maybe except JavaScript ;-) With a notable exception of Ruud's BASIC V7 effort, I haven't heard of BASIC replacement though.
