They were designed by two competing teams in different continents. The 
backward compatibility was likely so they could shift the unsold 
inventory to c64 customers. A handful of cartridges needed testing.

The max looks like a subset of the c64 but it came first and I don't 
think the c64 engineers paid any attention to the max design as they 
were trying to come up with something better.
