Unless you can find schematics for the covox voice master, to achieve 
your goal you're going to need to reverse engineer the software and then 
design your own circuit that will work round the limitations of the 
joystick port.

Different ADC circuits and chips work in different ways and you'll need 
to use one compatible with covox (which may or may not have to be the 
one that the original used). The C64 SID has it's own ADC for paddles, 
if it was a c64 specific covox voice master then they may have used 
that. You may still have to deal with voltage conversion.
