My sources say that the 2797 is not completely compatible with the 1797. The biggest difference seems to be that the 2797 does not support non-IBM modes. There are also a few differences in the pinout. If the drive LED that is constantly on, is actually a drive LED and not a power LED, then that drive may be defective. Try disconnecting it. There is also the possibility that the LED is connected backwards. Does the blinking LED blink at a constant rate or is there a pause? The 8280 is basically a modified 8250. The number of flashes could indicate an error message similar to the 8250. Can he read the command channel?
