That bit normally disables all VIC-IIe interrupts and blanks the screen with a non-standard picture (it's flickering grey on my monitor). If I remember correctly, it doesn't prevent memory refresh, though. But I guess that bit could be used to reset the VIC-IIe raster counter. Has anyone read the article? Is there some sample code?
