While I think it is OK, I feel that it is against the copyright laws when they are strictly interpreted. But so may be many other things, like collecting abandoned software and documentation. It's better to ask permission first. There's also another reason why it is a good idea to ask permission. If there is a long time between the announcement and publishing the magazine, there may have been new development that has not been announced yet.
