CGI script, I believe, is the answer. I think that's how most rings do it anyway. Every site is assigned an ID and everysite contains a similar HTML snippet (or sometimes Javascript). The snippet contains the forward/backward pics as well as the site's ID. Klikking link sends the current site ID and a command (forward or backard) to the Ring Host Server.
