Yes, it is probably the old buggy ROM. I have one 1571 with the old ROM and another one with the new ROM. With the one with the old ROM, I get exactly the same problem. Another known problem with the old ROM that I have also experienced is that it is not possible to LOAD files that are protected against deletion (marked with "<" in the directory) on a disk in 1541 format when the computer is in C128 mode. This results in "?FILE NOT FOUND ERROR". The bugs don't matter much to me so I'm not going to upgrade the ROM.

Here is a program with which you can check which ROM version you have:
