I only know this: the 65816 outputs A16..23 when PHI0 is (L). A 573 latches
the input when its CLK-input is (H). Thus this input needs the inverse of
PHI0. PHI1 is the inverse of PHI0. Thus I use PHI1 to clock the 573. Proove:
it works on my SuperVIC-20.
